problem with email.

The problem does seem isolated to Drupal. More specifically the php_mail() call.

All other systems, phpBB, mailman, etc. seem to be sending out email notifications just fine.

However, most of those systems are using SNMP. I'll need to research it a little more.

There are lot's of potential problems here.. There is a pretty big thread about this issue in drupal's forum.
One of which may hint at our problem. I have to upgrade to 6.16 and revisit the issue.. phpBB is also due
for a patch upgrade too..
